I couldn't agree more. The tough part as you described is the most important, otherwise, you are doing nothing more that putting a body in a chair/square peg in a round hole/filling a position.

Yes, it does start with identifying the specifics of what we need. No doubt about it. I don't know where to cast the blame on this one, sure HR should not allow it to happen but the hiring managers need to get smarter and loose the attitude of "just get someone in here", right? The other side of this equation is the applicant. I have found that if you interview enough people then your odds of selecting the one that will do the best job based on your specific needs goes way up! Of course, the next step after making the right higher is to start that person off the right way. But, that is a topic for another day. In my sales organization we took a turnover percentage of about 60% and reduced it to about 25%!!! just by doing the above.
