Most managers take this too far, usually the ones that think busyness is effective, and spend their day rushing about and getting nothing of value done.

The managers that rush around and get nothing done have a whole other set of problems! Setting a brisk pace is not the same thing as being frazzled, disorganized, and overwhelmed. Pace is about excitement and proactivity - getting things done. Thanks for bringing that up, Vaughn.
